Motorcycle Repair: 1997 Sportster Carb, harley sportster 883, economical solution


Question
How does the California carb differ from the 49 state standard on a 1997 Harley Sportster 883.  Performance is a little anemic compared to my old sportster.  Is it better to optimize this carb, replace with OEM 49 state carb, or completely replace it with SE or S&S carb?  I don't want refinance the house to fund this project, so I am looking for a economical solution. Pipes are Harley slash cut, but not straight through, and I will probably stay with them.
