Motorcycle Repair: rough idle, manifold vacuum, voes

I have an 89 fxrt,that seems to all of a sudden idle rough.It has an s&s carb.When I remove the vaccum line from the voes, to the carb, and plug it at the carb, the rpm doesnt change and the rough idle doesnt stop either.But when I remove the vaccum line and let the engine run with a vaccum leak the rpm increases like it should.I've swapped out the voes with another brand new one I have, and it's the same, no difference.The manual says that the engine rpm should decrease when you remove the vaccum line from the carb and plug the vaccum fitting on the carb, and increase when you replace the vaccum line to the carb. This would show you that your voes is operating correctly,right? I do notice that when I spray carb cleaner on the intake manifold next to the heads it does have a small intake leak,because if I spray enough carb cleaner I can make the engine die.I also notice when I turn the key switch on and test the purple wire going to the voes switch,my test light does not light.Should that wire be hot when the key switch is on?Or does that only supply power to the voes when the engine is running?Could my ignition module be bad?Because that purple wire does come out of the ignition module and when I changed the voes there was no difference in the way the engine ran.

FIRST FIX YOUR INTAKE MANIFOLD LEAK, YOU NEED TO TEST A VOES SWITCH WITH A D.C. VOLT METER AND A VACUUM GAGE. YOU CAN NOT TEST IT WITH A TEST LITE.  JOHNNY

Thank you, I'll do that.But my other question is,will the purple wire that comes out of the module and goes to the voes be hot when the key switch is on?
 I'm going to get the intake seals right now!

NO THE PURPLE WIRE IS NOT A HOT WIRE. IT IS THE WIRE THAT IS CONNECT TO THE IGNITION SYSTEM TO THE VOES SWITCH TO TELL THE IGNITION SYSTEM TO GO FROM FULL ADVANCE TIMING TO RETARDED TIMING AT LOW MANIFOLD VACUUM, IT IS NOT HOOKED UP TO 12 VOLTS.   JOHNNY
