Motorcycle Repair: Leaking Harley, crankcase oil, crankcase breather

I have a 1984 Softail, EVO motor, 4 sp., chain final drive. The mechanics are basically stock except for an SS carb.  Someone has put a small tube-like, cad-coated filter on a hose hanging under the motor. It has threads on the end of it that are just hanging down and when the engine is first started oil just pumps out of it like crazy.  If you shut the engine off for a minute and restart it it sometimes quits or slows down. Once the engine is warm it doesn't do it?  Can you tell me if this is some kind of breather and what I should do to fix the problem.  A guy told me to cut it off, that it wasn't needed, but I wanted to ask an expert.  Thanks, Dave

that hose is your crankcase breather, it is needed. your problem is in the oil pump check ball. It is not seating. and is letting the oil in the oil tank to fill the crankcase with oil when the motor sits. when you start the bike the over filled crankcase pumps the over filled crankcase oil out the breather hose and on to the ground. you need to have the oil pump check ball reseated.
