How do I set and then check the tension on the belt after replacement?

To set the tension you should have a new idler tensioner pulley as part of the timing belt kit.  Install the belt, lining up the marks and then, using a screwdriver leverage the belt to take up the slack.  This is done on the tensioner.  Release and the spring on the tensioner holds the tension.  Tighten the bolts and rotate the engine over twice and make sure the marks like up.
