When the engine is cold the power steering is stiff and squeals very loudly

Front wheel drive cars tend to cook powersteering units.  As a result the power steering pump and rack tests to fail.  In your case I would replace the power steering pump first and if that does not do the trick you are looking at a rack replacement.  Not too difficult to do but you will need an alignment if the rack is in need of relacement.
