is there an in line fuse to the the rear tail lights

No, the fuse is in the fuse block.  If the rear lights are not working it is probably the headlight switch.  When you turn the lights to park and the rear does not light up, and the fuse is good leads me to think the contacts in the headlight switch are worn out.  Replace the headlight switch and you should be fine.
