1990 nissan stanza with 2400 4 cyl has oil in water my question is IS IT A BLOWN HEAD GASKET? I SEE NO EVEDENCE OF WATER IN THE OIL

Yes, it could be the head gasket, although there may be no water in the oil. Run the car until operating temperature. Turn it off, pull out the dipstick and drip it on the hot exhaust. If it sizzles, then you have water in the oil.

Another way you can tell if you have a blown gasket is to take a compression test.
