Nissan Repair: tail lights always on, brake light switch, tail lamp

Hi, I have a 99 maxima and the tail lights are stuck on. When I remove the tail lamp fuse, the lights go out, but replacing the fuse brings them back on. What can I check next? Thanks!

If the filliment is really illuminated then the master headlight switch is stuck on.  If it is the brake light fillement then the brake light switch needs to be replaced.  Check the bulb.  If it is the brake light then the turn signal indicator would be causing trouble too.
