the number 1 injector wire has constant power to it even when the key is off why?

If number 1 is getting constant power that means the ECM is continually grounding it.  Check the reference signal at the ECM.  Look at the harness color at the injector and follow it back to the ECM.  My bet is the ECM is stuck for the number one injector and will need to be replaced.
