What does it mean for the brake light indicator to be on? Is it just needs new brake fluid in the car?

The brake light could mean that the fluid needs to be changed or that the parking brake is out of adjustment or even that the system has a pressure difference from front to back.  I would start with asking the question if the brakes feel normal.  If this is the case then I would look at the parking brake.  If the brakes feel abnormal I would have them bled first and go from there.
