Nissan Repair: Car repairs on 2000 nissan SE, oil spot, jackstands

QUESTION: I took my car to get looked at on JUne 28,07. Was told my Harmonic balancer had to much play loose. Nov 22 my ac started acting up, took it to the same shop to get looked at. Was told my ac belt was no good. Got that replaced.Nov 26,07 called back that shop told them my cars ac still acting up. They told me bring it back well take a look at it if its are fault you pay nothing. Nov 27,07 dropped it off in the morning called them later that day was told my Harmonic Balancer Bad. I said you guys replaced that not to long ago, They checked it out said ts still under our one year warranty. Went to get my SE from the shop today they close at 5:30pm I get off at 5:30pm so i said just leave the car outside and leave the keys under the floor mat. I noticed an oil spot under my car, looked under my car and saw trans oil leaking i think they messed up the transmission seal. How could this of happened and what should i do?

The front seal is no where near the transmission seal and uinrelated.  If you think the transmission is leaking get the car up on a lift or jackstands and look to see what it leaking.  I have a 2000 Maxima and thought my trans seal was leaking and it turned out to be the rear motor mount.  They are oil filled and have iron dust in them so they get hard when the car is moving.  When at idle they are soft so the engine will not vibrate.  They are rubber covered and eventually fail.  So, that was what was leaking in the area you indicate.  Check it out and email me back.

QUESTION: I guess i just have a little leak not as bad as i thought. Is it normal for my motor fans to turn on for a couple seconds then turn off again. Then turn on again for a couple seconds then turn off when i turn on the ac? Or should they just stay on all the time after i turn on my ac?

Depending on the temperature outside the fans will cycle even with the airconditioner on.  Now, if the compressor is cycling with the fan you might want to check your R-134 level.  But, since it is getting cold outside I would say the fan cycling is normal.
