Answer
More info on when it overheats would be useful. Freeway, short trips, etc. Before chasing down electrical problems here is a way to test your fans without any tools or scantool. This test will run functions as follows, rear defogger, front wipers, tail/ parking lamps, cornering lamps, fog lamps, headlights hi/lo, a/c clutch, finally the cooling fan. YOU MUST FOLLOW THESE STEPS IN ORDER FOR THIS TO WORK. 1 Make sure hood is closed, also spray water on windsheild so the wipers dont scratch it.
2 Get into car turn ignition on do not start the car, roll down driver window, make sure all doors are closed.
3 Turn ignition off
4 Turn ignition to on open door and press the door switch 10 times within 20 seconds, turn ignition back to off wait one second then turn ignition back on. The horn should chirp once.
After the horn cirps just watch the car go thru its self test and listen for the fans to come on if they do your fuses and relays are ok.
