The blower only works on the high setting.  Is there a fuse related to this problem or is the blower more likely to be bad?

The car has a blower resistor, under the dash, passenger side, that controls the speed of the blower.  The control simply directs the current across the resistor of choice, that determines the speed, and these burn out.  It is a combination unit and once you purchase a new one it will be easy to spot.  Remove the glovebox to get access to the blower box where it is installed.
