MY RPM GAUGE KEEP GO UP 1-2-3-4-5-6, WHEN THE CAR IS PARK AND THE ENGINE SOUND NORMAL.WE COULD SEE OIL ON THE DRIVE WAY SOME WAY BY THE FILTER

The tach could be the tach filter or it could be the tach itself.  Cheapest to most expensive would be to replace the tach filter first and then the tach.  The oil leak could be that the old seal was stuck on the block when the last filter was replaced.  Remove the filter and check for two seals.  If there are remove one of the seals.  If not, put the car on a lift and run the engine until you find the source.  The filter being double stacked with two gaskets, one from the old filter and one from the new, and the other source of a new leak is usually a defective gasket on the drain plug.
