How do you check the starter relay and the inhibitor switch?

The inhibitor switch would be my bet and if automatic it is on the shift mechanism on the transmission.  If a manual it is at the top of the clutch pedal.  Wire around the switch and if it starts it is the switch.  If not then the starter.  You can hotwire from the positive cable at the starter to the little connection and if the starter spins you know that the starter is fine.
