Nissan Repair: speedometer, sewing machine, lubriplate

I have an 89 Nissan PU with Z24 engine. 5 speed transmission. 120,000 miles.

Speedometer is stuck between 15-25 mph when engine not running. Once running and gets over 15-25 it seems to be registering correctly.  What might be the problem?

The speedometer is dry.  Take it out of the dash and lubricate it.  You might need to take the cable out and lubricate it while the speedometer is out.  Use 3 in 1 oil or a sewing machine oil for the speedometer and Lubriplate for the cable.
