Oldsmobile/Buick Repair: tail lights and lights behind speedometer, rear lamps, fuse blows

I have 99 Buick Century Custom 3.1L Automatic and my fuse for the tail lights and lights behind the speedometer blows every   time my lights come on.  How can i get the fuse to stop blowing?

You have a short circuit to ground.
finding shorts can take minuets up to HOURS even days (occasionally).
If you have no automobile electrical experience, it really is not something I could post to "teach" you to do.
in a short, unplugging the IP cluster and seeing if fuse blows. If not, the cluster (speedometer) is NOT you problem.
You then can unplug the rear lamps, and see if it blows.

Same scenario, if the fuse does not blow, it is not the rear lamps.
My BEST advice would be to find a good automobile electrical repair shop in your area, and have them locate and repair short.
