Oldsmobile/Buick Repair: Instrument Panel Lights (IPLs), dashboard lights, buick century

2002 BUICK CENTURY. Cluster lights work but none of the dashboard lights (IPL's)come on.(It's not a problem with the dimmer switch being turned all the way down).None of the dash or 'background' lights (lights for radio buttons, fan controls,the light for Rear def, ashtray light, etc) work. The lights on the dashboard do work for the digital odom, P,R,N,D,etc; and the light for the digital clock  on the radio (These must be controlled by something else). I can't find any fuse labeled specificly for the Instrument Panel Lights in the fusebox inside the car nor in the fusebox in the engine compartment.  I did pull the fuse for 'Panel Dimming', but it wasn't blown.  Any ideas?

The lights you refer to looks like they split off at splice s241.
You can check the Yellow wire at both the hvac controller and the instrument panel connector.
If it is NOT hot, I would suspect a bad splice OR a broken wire somewheres along the circuit.
