I was wondering how you change the rear turn signals in a 1999 Buick Regal?

Here is the EXACT procedure from GM

Open the rear compartment lid.
Remove the rear compartment convenience net, if equipped, from the plastic wingnut retainers.
Remove the visible plastic wingnut retaining the taillamp.
Pull back the corner of the rear compartment trim panel to access the remaining plastic wingnuts.
Apply light pressure to the taillamp lens to retain the lamp in position during removal of the remaining plastic wingnut retainers.
Remove the remaining plastic wingnuts retaining the taillamp.
Carefully remove the taillamp assembly from the rear body panel and support the taillamp assembly.
Rotate each lamp socket counterclockwise to release and remove from the taillamp housing assembly.
Remove the taillamp housing assembly.
Rotate the tail/turn signal/stoplamp socket counterclockwise to release from the taillamp assembly.
Remove the bulb from the socket.
Rotate the rear sidemarker lamp socket counterclockwise to release from the taillamp assembly.
Remove the bulb from the socket.
