how do i fix the horn on a 1995 buick lesabre?

Check the fuse, and then check the relay. May even swap it with a known working one from the fuse block.
Then I would make sure the horn itself is good, although since there are two of them, I doubt they would both be bad.

If the fuse is good, and the relay is good, and the horn is good, then the connection in the steering wheel may be bad.
Before pulling that apart, I would sure isolate the problem to there first.
