Oldsmobile/Buick Repair: Why wont my car start?, delta 88 oldsmobile, battery cables

I have a 89 Delta 88 Oldsmobile, Royale Brougham. The car will not start.  It makes a wheezing noise when car is turned on.  I am sure battery is working.  Can you tell what the problem is?

 It sounds like you are getting weak battery voltage to the starter,or you have a failed starter,check to make sure the battery is in fact in good condition,that the voltage is above 12 volts,also make sure the battery has enough cranking amps,usually above 660 amps,i would also look at the battery cables making sure they are clean and tight,that there is no acid corrosion,if all checks good you will need to have the starter motor tested,now in rare cases and ive seen this to,either the engine itself has siezed,i hope not,but i have seen that also,and one more thing,i did have an ac compressor sieze and caused this same problem,one step is to remove the drive belt,and see if the engine starts,if it now starts normal,then check each of the pulleys Alt ac comp etc and see if they in fact locked up or siezed,let me know if you need more help,Thanks
