Oldsmobile/Buick Repair: Fuel Pump 1997 Olds. Bravada, fuel gauge, olds bravada

Pete, I had my fuel pump replaced last month. After getting it back the fuel gauge is still not operating properly. I have a 19 gallon tank and the gauge reads empty and it will only take 12 gallons of gas. Also, just this week I went into my garage and it smelled like gas. Under the car was a small amount of gas that was leaking. I looked underneath and noticed a circular hole that was in a protective hard plastic cover over the tank. The gas was dripping out of that plastic hole. I have taken the car back two times and they have assured me that the first pump they put in was defective. However, I can't imagine that the second one is defective also. I don't understand why when I fill the tank up I keep getting horrible gas smells. Also I don't understand when I fill it up the gauge keeps bouncing back and forth. It normally would just bounce to the full mark and stay there. Also it is not true that if there was a hole in the tank he would have seen it after replacing the fuel pump twice? I really would appreciate your input on this situation.

I would find another shop .
Thire is a seal on the top of the fuel pump if it is not sealed the right way .

you will get a miss reading on gage .
and the tank will leak from the top travel to the botton.
