Oldsmobile/Buick Repair: 88 olds delta 88, canister purge valve, vacuum leak

i have a delta 88 with the 3.8 v6. acouple of days ago it started to have hesetaition upon aceleration, and a wierd whistle wine noise that comes from under the hood. whill it is making this noise it apearse to accelerate properly, but if you lift of the accelerater tell the noice quits it loses power as if its starving for fuel. the car has 114.000 milesand before i bought the car two months ago had it had been stored for about 3 years. i have already rplaced the fuel filter on the car it has new plugs and wires as well.

Normally, I would say a whistle like that would be a vacuum leak, but I would expect it to whistle more at idle.
Could it be the alternator?

There may be some vacuum control solenoid, like for the EGR valve, or the vapor canister purge valve that only gets vacuum when the throttle is depressed, so a vacuum leak is still not out of the question.
