Oldsmobile/Buick Repair: 1996 Buick Park Ave. wont start, buick park ave, fuse tester

My 1996 Buick Park Ave. won't start. I have replaced the battery. I need a fuse diagram to check the PassKey fuse as I suspect the fuses are blown. The radio and clock no longer work either. The fuse block cover is missing on the passenger side and the manual fuse diagram look nothing like the actual fuse block under the dash.

I don't know just where you would find a fuse diagram, but if you get a fuse kit with a fuse tester, and just make sure all the fuses are good should take care of them.
If you have a test light, just probe both ends of each fuse, and you should get the same thing on both ends. Some will require the switch to be turned on to test.
It is entirely possible you have a blown fusible link, which is usually connected to the battery stud on the starter.
If there is some reason you suspect the pass key system, I would try the other key.
