the car won't turn over and if it does the engine seems like it is choking itself.  it is fuel injected and the voltage on the battery and altenator are 13.5.  i don't understand why the car would not turn over.  there was an overheating problem but that was flushed and fixed.  when we tested the car we had it running for 45 min no problem then when we tried starting it later it would not turn over.  please give me some kind of direction on what it might be..

By "The car won't turn over"....do you mean the starter will not rotate the engine, or do you mean it turns the engine, but the engine won't START?
My definition of turn over, or crank over, is the starter thing.

So, if yours is cranking over, but not starting and running, you need to find out if it is due to lack of spark, or lack of fuel.
The spark can be checked by removing a spark plug wire, and using a spare spark plug, connected and grounded, or a jumper wire, but don't let it shock you. Hurts!!

Listen for the fuel pump in the tank, when the key is turned to RUN...not to start.
The pump should whine for two seconds.
If it does, and there IS spark, then fuel pressure needs to be tested.

Now...if it doesn't even crank over, then check the starter and neutral safety switch circuit.
