Oldsmobile/Buick Repair: Bulletin, problem thanks, auto part

I was wondering if a bulletin is admisson that the Olds corp. is aware of a problem and knows there is a problem with an auto part or is it just something someone sends out if they see an occuring problem.

A SERVICE BULLETIN put out by the manufacturer is advising that there is a repetative problem that has been constantly occurring with numerous vehicles and procedures are usually included to correct the problem.
