Oldsmobile/Buick Repair: Olds 98 air ride suspension, air ride suspension, rear struts

Question
I have a '92 Olds 98 Regency Elite that had a "low rider" look. The rear bottoms out and I often scrape my muffler on low drive ways. I had the rear struts replaced last year with Monroe "Sense-A-Trac" and it seemed to sit higher for a while. I just took it to a shop to replace the front struts and that shop is puzzled that the rear does NOT stay up? They say that they can add air directly to the Monroes and the rear rises but after a short ride it goes back down. Is there back flow of air pressure ? This shop says it cannot test the pump and that I should send it to a suspension specialist or to an Olds dealer. This vehicle is beat up but still rides nice for having over 160 K on it and I really don't want to spend another $500 on it on top of whatever I owe on this present repair. Any ideas? Thanks, Lou.
