Pontiac Repair: Headlamps, pontiac g7, high beams

I have a 2007 Pontiac G7 and this just started happening the other day.  When i turn the car off, the headlamps stay on but in the high beam positon (at least it appears to me to be high beam)  The switch is off but they stay on.  If i induce my high beams when driving they dont get brighter.  To turn this off i have to pull the fuses in the fuse block for LH High Beam and RH high beam and the lights go out, however then when i try to use high beams i have nothing.  Soon as i put the fuse in the lights are on like the switch is on permenant.  Is this a short issue or a switch issue ?  All help is greatly appreciated

What is a G7 I'm in the states we don't have that model car. What model car in the GM line does it look like VS a chevy. That way I can look into it further. It sounds like a body control module issue of some sort. I would take the car tro one of the big box auto parts stores and have it scanned for codes first and foremost and then what ever codes are stored will give you a thumnail as to what direction to start looking in.
