Pontiac Repair: 95 Bonneville, windows radio, sill plate

3800 have spark but wont start. there is a loud clicking coming from the right hand side under dash and from a relay under the hood  when the key is in the run position

does the car have fuel pressure? when this is happening do other things on the car not work as well like power windows radio wipers etc.? I would suspect a bad ground connection somewhere like under the left front door sill plate is a likely place to start looking if you have more things that are not working. Ther is a big ground splice pack under the carpet/sill plate right there. That is where I would start looking. Good luck :)
