Answer
Hey Frank:

My guess is this #1 te car was equipped with A/C and the A/C no longer works and more then likley the reason the a/c quit working was the evaporator core was leaking "cooling coil" in the heater box and when it leaks it leaks the oil out of the system along with the refrigerant and that oil on the core acts like an air filter and what happened is the oil allowed all the dirt in the air to collect on the evap core and now the core is plugged up with dirt the air from the blower motor flows across the evap core first then the heater core and the dir plugged up the air flow in the heater box.. You can remove the resistor for the blower motor and shine a flash light inside the heater box and take a look and my guess is that it it plugged solid with dirt..  you can use a brake parts cleaner and spray it around inside the box and try to wash of the dirt get a couple of cans of it and give it a try and that may just help you out..... Good luck :)
