Pontiac Repair: Rear bumper collision., grand prix gtp, gm car

A 2004 Grand Prix GTP was hit from the rear at 10 km/h or under. At the scene, there appeared to be minimal if any damage to the Grand Prix, and no damge at all to the similar sized car that hit it from the rear. The Grand Prix claimed when they got home, the rear bumper was cracked and it was impossible to fix and required a brand new bumper at a price of $705 dollars...JUST for the bumper, no installation etc. included! So my two related questions are as follows: 1) Can an impact really crack a bumper into the Pontiac word on the rear when there appeared to be no damage at the scene? 2) If there is such minimal damage, is there a way to repair it for it to be as handsome as it was before?        It just doesn't seem possible that such a light hit could crack a bumper on a GM car or that there is no way to repair a bumper in this day and age. there are companies that will repair a bumper cover as opposed to replacing it, obviously the people went to a body shop and told them they wanted the cover replaced, most insurance companies will repair them before they replace them esp if the damage is minor.  IMpact can crack it, just depends where it was hit, hard to say without physically seeing it.
