Pontiac Repair: Follow up to fuel pump, theft deterrent system, fuel pump relay

This is a follow up to the 5/12/09 question about voltage.  According to the wiring diagram pin 5 of the fuel pump relay should be hot from the fuse. This should push power from 5 to 3 when energized.  If I jump pin 3 to the battery the pump runs fine. pin 5 is only getting less than 1 volt with car in run.  The wild card is the "theft deterrent system" that also runs through the relay (pin 1 & 2).  I have had the dash out working a heat issue.  A friend told me a story about messing with the dash and the alarm disabling the car.  Could this be the problem? If so how do I reset the "theft system" to enable the fuel pump.

You have to refresh my memory. what model car is this? sunfire or grand am? the theft system as a rule will allow the pump to run a short burst for like a second then turn off. the theft system shuts down the injectors. each model car works a bit differently. As for resetting the thef system do this crank the car and let the key back to the run position the theft system lamp will either flash or stay on steady for 10 minutes then either stop flashing or go out altogether depending on model and year of car. that if if it's a theft learn issue if that is not the issue then this will not do it for you. idealy you need a scan tool to see what's going on with the engine control module to see if it #1 has a theft fuel enable issue or not without a scanner it's impossable to see this criteria.
