Pontiac Repair: Voltage, pontiac bonneville, ac delco

1994 Pontiac Bonneville SE
The voltage meter fluctuates between 14 and about 10 (Triggering the "Check Gages" warning). The car starts and runs normally. We have changed the alternator and battery. Any ideas?

I would startby checking the voltage at the battery. if it mirrors what the gauge reads then it's a charging system issue.was the alternator replaced an ac delco unit or a "cheapie".if the battery voltage is good and steady then the issue is in the car it's self like a bad ground or bad connection at the insterment cluster.
