Pontiac Repair: clicking noise while driving, bicycle tire, sound travels

 I have a 2000 Sunfire GT, 2.4L, manual transmission.  Very recently I started to hear a noise while driving.  I'd call it a buzzing, or a fast clicking noise (like a card flapping in a kid's bicycle tire) which gets faster as the car's speed increases.  The speed of the clicking only depends on car speed, and continues even when the car is in neutral.
 I jacked up the front of the car, and started the engine to see if I could figure anything out, and I found that when the car is in gear, the passenger-side tire will rotate, but the driver's side tire does not.  It moves slightly as if it's trying to turn, but doesn't.
 Any idea what the problem might be?  It looks like it might be pretty serious.  Any knowledge will be appreciated.

The one tire turning and the other is normal it's the power flow through though the transmission. Only 1 wheel drives the car down the road anyways. if you didn't hear the noise and the right whell was the one turning it would suspect the left wheel is where the noise is or vise versa. No what it it??? It can be a lot of things from a brake pad issue to a bad rotor or a CV joint or a whell bearing It can be just about anything that rotates whil the car is moving down the road. It's more likely a brake issue or a wheeel bearing. Even if I could hear it it's hard to detrminte the noise sound travels and noises are always hard to find. Hope It helps a bit... Good luck :}
