My car has started making a whirring noise under the hood. I've been told that it is most likely either the fan belt or the water pump. I need to know how to tell the difference, and once I know, where can I find information on how to complete the repair myself?

Really hard to ddiagnose noises, but I would recommend going to your local parts store and purchasing a set of mechanics stethascope. Place it on the rotating areras of the engine and see where the noise is loudest.
If it is actually a Whirring I would suspect the Power steering pump.
