Answer
Hi
Here is a list of items to check

Key Cannot be Removed in the OFF Position
Inspect the steering column lock system for the following conditions:

  •  A damaged ignition switch assembly

  •  A bent or twisted ignition key

  •  A damaged lock cylinder assembly

  •  An improper park lock cable adjustment

  •  An improper shift control cable adjustment

  •  A damaged electric park lock solenoid.
I would suspect the Park lock solonoid OR the transmission shifter assembly. The BTSI fuse feeds the   shift lock switch in the shifter and the circuit opens in park, thus releasing the key.
I would suspect the shifter or the wiring.
Hope this helps.
Good luck
