Pontiac Repair: engine problem, timmins ontario canada, smell of gas

My father has been having problems with his, I believe is a 1998 Sunfire. It runs pretty rough in idle, and cannot make it up an average hill, nor can he get any power past 40 or 50 clicks.Yesterday, he asked me to check the oil for him, in doing so, I noticed the level way above the normal line, and the smell of alot of gas on the dip stick. When the car is parked, there is a smell of gas all of the time, as well as when he is running it. Unfortunately, he had a stroke last year, and cannot do alot with his arm or hand, except for driving, he also has a hard time walking, and I would like to help him in the cheapest way possible, could this be bad rings?

Hi, check the plugs and make sure that they are firing,  this could be leaking injectors or the fuel pressure reguator is bad, this will causing the gas to get in to the oil, and will cause the lost power. Have the injectors and regator checked. Note the engine should not be run with this much gas in the oil can cause engine damaged.
