Pontiac Repair: Front brake problems, brake lathe, pontiac grand prix

I've been progressively having problems with the front brakes on my 1994 Pontiac Grand Prix 3.1L. I'm poised and ready to repair them this weekend, but I'm not sure exactly what needs to be fixed. I've never replaced the brakes myself, but would like to save some money this time around. I would appreciate if you could help me out.
Here's the problem:
There is a repetitive grab and release cycle in relation to the speed of revolutions on the wheels when I apply the brake. It tends to be more pronounced when braking from higher speeds. When traveling at low speeds, the right wheel makes a squealing/grinding noise, again along with the speed of revolutions.
My question is whether this means that I'll also need to replace the rotors in addition to the pads, and what types of tools will I need for the job?
I greatly appreciate any advice you could give me.

Yes, you will need to replace the rotors unless you have access to a brake lathe so that you can machine them.
You will need basic hand tools, a C-clamp to push the pistons back in, and you may need a #60 torx bit depending on which caliper set up you have.
