Pontiac Repair: 1995 grandan gt, grandam gt, whits end

Question -  
We already have changed the coil housing. Today we are changing the oxygen sensor and oil. Does the engine have to be running to run a diagnostic on it?
we have a 1995 grandam gt 5spd. 2.3 quad 4. It was running fine parked set over night went to start it and it acted as if it was our of gas but wasn't. we changed the fuel pump,fuel regulator, the coil, the relays, the fuel rail the spark plugs, checked the timming chain, it looks good,we put it on one of those hand held diagnostics don't find nothing wrong, we were told it had to be running to put it on a computerized diagnostic tester so we are at our whits end here Please help. the car belongs to my 16 year old.

Sounds like you should have had it towed to the shop and diagnosed properly. The problem is probably the coil housing is shorted internally.

It has to be running to check some things but it doesnt have to be running to check every thing. Also there is no such thing as a diagnostic machine. If there was, I wouldnt have a job. You can use a scan tool to read what the computer is seeing and what it is trying to do but you have to know what you are looking at, it wont "tell" you anything.
