RV Repair: Electricity drain, funfinder, electric meter

Help!! I have a 2007 Funfinder 250BHS set up in camp. With everything(I hope) shut off I still have my electric meter charging me $65 a month. I know the A/C is off. I really can't tell if my water heater is gas or gas/electric and cant tell if its on. The switch in the kitchen only lights up for 3-5 seconds at start up.Dealer says that is what it does. Doesnt sound right to me. I want to know when its on. It is in the off position, but that may be misleading.
 How can I tell if the WH is off, or what can I do to insure it is off??

If the water heater is off, the water won't be hot.  A light that comes on for only 5 seconds is normal????  A water heater won't cost 65 dollars a month.  I had a garage on a circuit with 220V compressor and lights on all the time, and the price was only $11 a month on a bad month.  

To check for draws, get a meter and hook up inline to see amp draw.  then shut off circuits until the draw falls off.  

Are you sure your power box is not being tapped by a neighbor???
