RV Repair: 91 fleetwood flair 30, shut off valve, water tank

Question
We have been draining our fresh water tank to winterize by running the
faucet.  Is there a drain plug or anything anywhere that we are not seeing?  
Our manual says there is, but we can't find it.

There should be one, look near the tank itself and follow the lines, there should be a little shut off valve attached to a water line that will be going through the floor, it drains under the trailer. Or look under the trailer where the tank would be, they might have the shut off valve outside.....but is shouldn't be too far from the tank itself.
