RV Repair: water heater, pilot light, shut off valves

Im able to light the pilot light and I get a full flame that heats up the tank, but I dont get hot water. I've tried different combinations with the shut off valves and no luck. any suggestions? the fitting at the hot side of the tank feels warm.

If your sure the heater is making the water hot, then it has to be one of the three valves on the heater. There should be one for cold in, one for hot out, and a bypass that runs between the two for winterizing purposes. The cold in should be open, hot out open, and the bypass closed. If still no luck you'll have to look to see if there was an additional shut off valve installed somewhere....
