Saturn Repair: 1999 SL 2 not getting fuel, fuel filler cap, amp fuse

I am looking at buying a 1999 sl 2 that has been sitting for a few years without being ran. The seller is allowing me to try to get it running before I commit to buying it. The fuel gauge was working when I replaced the battery and was showing a little less than 1/4 tank. Instead of draining the old gas, we decided to add about 4 gallons and an additive to remove the moisture that was possibly in the tank. The spark plugs have been replaced, the fuel gauge now shows empty, and we did find a blown 10 amp fuse for the fuel pump that we replaced and it has not blown again. Could it be the fuel pump? I have not taken a fuel line off to check for fuel or checked the filter. Any Ideas, I don't live near there and I hope to have a better idea and be better prepared when I return next weekend. Usually the easiest way to tell if it is the fuel pump is to remove the fuel filler cap, listen down it and have someone turn the key on. If you hear a whirring, the pump is fine. But from what you are describing, it sounds like the whole fuel pump module needs to be replaced.
