Saturn Repair: rich fuel condition, throttle position sensor, spark plug wires

I have a problem with a 1993 SL2.It has a code 45.It has a high idle and stalls at low idle ,when coming to a stop.I replaced the throttle position sensor,idle air control sensor,temperture sensor,and 02 sensor.The car still has an excessive fuel rich condition and fouls plugs out.

Hi Ron,
This is a tough one.  It could be several things.  I am leaning towards a weak spark. It has all the symptoms.  The Electroinc Ingintion on the Saturns can become tired and put out a lower voltage than required to give a complete fuel burn (The simple thing is often the spark plug wires themselves).  Outside of that, I can't put a definite finger on it.  Unfortunately, I don't have an easy way for you to check the spark's stength.
I could be wrong but that is the direction I would look towards.
