Small Engines (Lawn Mowers, etc.): why doesnt my 2006 tecumseh wont start

iv tryed starting my lawn mower but it has fuel has a new spark plug oil carburator but still not starting can some one tell me why it wont start.

Have you verified you have spark?  You can remove the spark plug, then reconnect it to the wire and touch the spark plug tip a metal engine part...pull the string and make sure you have spark.

How old is the gas?  Did you leave gas sitting in it over the winter season?
