Small Engines (Lawn Mowers, etc.): honda HS35 snow thrower

I have a honda snow thrower model hs 35, it surges I have cleaned the carb good but have a question as to the little spring that goes from the governor to the carb, it follows the connecting rod from the governor to the carb, where does the spring attach to the carb, right now it is attached to the same point as the governor connecting rod, thus not stopping the engine from surging.  Thanks, Rick

There should be 2 springs.  The governor spring, on the bottom of the arm near the screw/bolt.

The second spring connects to the top of the arm and then goes in the same hole as the carburetor linkage.

Did you blow compressed from an air compressor through all the carburetor orifices?
