Small Engines (Lawn Mowers, etc.): MTD Yardmaster ride-on 13.5HP wonkt start, butane lighter, gas containers

Hi, this mower gets used once or twice a year. 8-9mths since last used.
Fuel looks OK possible old. Spark present at plug.
turns over but seems to kick back after each cycle.
Mechanic last year said the cams need regular adjustment.

Would like to know how to check these & adjust if required.

I need the engine model information to see if you engine needs regular cam adjustments.  

Remove the spark plug and see if the kick back stops.  Look to see if any fluid squirts out the spark plug hole.

Fuel, small quantities like mower gas containers in the US, starts to go bad in about 30 days.  After 8-9 months I have had fuel that would not burn even when lighting with a butane lighter.

Is the oil level correct?  Does the oil smell like fuel?
