Small Engines (Lawn Mowers, etc.): honda es6500, honda es6500, idk

Question
ihave a honda es6500 that i cannot get past 2800 rpms. it is only putting out 48-50hz and when put under load it slows way down?

and i adjusted the govener screw all the way in as well.

Check the Governor spring the arm that's behind the linkage under the carb if it is broken it will not kick up under a load, if it is ok while the engine is running see if you can move it. If there is a excessive amount of movement which should not happen,then issue can be internal and need servicing. hope this helps
