engine floods when engine is in the garage    has been hard to start and leaked a small amount but now will not start because of too much gas

The reason it is flooding is because the carburetor float is sticking in the bowl,this is due to a build up of gum & Varnish when the Engine is sitting. Remove the Carburetor and get it cleaned either you can do it if you feel comfortable doing it or bring it to a shop. You will need to get a Carb rebuild kit for this. Make sure you either take pictures of the linkage and the dis assembly so that you install it back the same way.BTW the engine # is wrong. Kawasaki does not list that  the closest we have is a FH601V-BS33 4 Stroke Engine & a FH601V-BS31 4 Stroke Engine.
