Small Engines (Lawn Mowers, etc.): Weedeater LT-7000 Reving up/down, weedeater, diaphragms

Question
Can you tell me what is wrong when a Weedeater LT-7000 revs up and down (Not quickly alternating) on throttle, but not on idle?

When that happens it is usually due to a carburetor issue,I would probably take it apart and have it cleaned out you can spray the carburetor with a carb cleaner and then blow out the passages. Just make sure you do not blow any parts out from the inside of the carburetor and get rebuild kit so you can install new gaskets, diaphragms and valves.
